These new laws in effect add a second layer of government approval and regulation in order to vote. In Mississippi, for instance, the Voter ID law, which has yet to be approved by the federal government under the Voting Rights Act, requires that a birth certificate be presented in order to attain an ID. But Mississippi law also requires a photo ID in order to be issued a birth certificate copy."
